No, not our Rich! (I recall his first Virgin record shop, above a shoe shop in Oxford Street, near Tottenham Court Road. A hangout for the cool and the hip of the day, with racks of bootlegs and - do I remember right? - beanbag cushions and headphones for a groovy shopping ... or not ... experience.)
The chap in the pic had close links with Oxford.

The car and its bullnose radiator are a strong clue.
The following isn't a clue, but a Punch cartoon from 1936 I just found, captioned "The horn of plenty. Say when!" celebrating an enormous gift, from the chap in the bullnose-radiatored car, to Oxford University for medical research:
It's been calculated that he gave away over £11 billion at 2012 rates.
