From what I understood in this video, they (the first one speaking I don't know who it is- the other is Trueba) were recording an album of Bebo and started thinking about recording it as a love story of a pianist and it ended up to really resemble Bebo (and it was Bebo who told them how things went by that time). So it seems Chico was formed from Bebo naturally, not as a planned thing

La chicha is no other thing than peruvian cumbia diguised in rock, or the other way: a genre that feeds from the movements of latin rythm as well as from the amazonian sounds processed through psychodelia, Farfisa organs and guitars with effects.
A rich history, sure, but for some reason is emerging into the surface these days, maybe due to the success of french DJ Olivier Conan with his band Chicha Libre
