...I think the idea is that something happens to a person when they know it's possible for them to be observed (even if in fact they never are...it's like the watcher is behind a mirror where he can observe...but the person watched can't see them He doesn't know if he's being watched or not. It tames people. It controls them more effectively than many other methods.

CCTV used to be used on the London Underground simply for evidential purposes in the event of an incident such as a assault; now it's routinely employed by Management to monitor staff performance. Paranoia is an entirely logical response.
