It's from the sculptures around Austria's parliament house - a representation of a river - forget the details right now: check the thread on ER (BE WARNED - those folk ovER thERe don't 'alf go on; it's up to about 20 pages since yestERday ...)

That really is a great piece of detecting work.
Not having been much of a dylanite in the past, I feel strangely compelled to analyse this new album (beginning with the cover).
