There's a very similar theme in Darius Milhaud's Création du Monde, which was written in 1922 (I think), over a year (I think) before the Gershwin prelude. Suspect

I'd suspect Gershwin of theft, but Gunther Schuller says that Milhaud ripped off the Original Memphis Five anyway.
